NH State Law (RSA 40:4) gives the Moderator the authority to preside over all Annual Town Meetings and Special Town Meetings. The Moderator decides on the question of procedure and declares the result of votes taken.

In addition to Town Meetings, the Moderator oversees all of the Town, State and Federal elections.

Most of the Moderator’s rulings can be legally overruled by a majority vote of the voters if they question the ruling even if the Moderator has followed previously adopted rules of procedure except when the Moderator is applying State Law.
